Grievance Appellate Committee — Compliance Report
Effective date: 5 September 2026
Last updated: 5 September 2026
Version: 1.0
1. Why this page exists
Rule 3A of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, as amended, establishes the Grievance Appellate Committees. A user who is not satisfied with a decision of Hudood's Grievance Officer may appeal to a Committee within 30 days, through the Government's portal at https://gac.gov.in/.
Every order passed by a Grievance Appellate Committee must be complied with by the intermediary, and a report to that effect must be published on the intermediary's website. This page is that report. It is the permanent location of Hudood's Grievance Appellate Committee compliance reporting, and it is published whether or not any order has been received, so that a user or an authority always has a place to look rather than having to ask whether one exists.
2. Current register of Grievance Appellate Committee orders
Reporting period: from 5 September 2026 (the date this register opened) to the last-updated date above.
Orders received in this period: none.
Orders outstanding: none.
Hudood has not received an order from a Grievance Appellate Committee. Where an order is received, it is recorded against the underlying appeal, complied with, and then entered in the table below within 7 days of compliance.
| Order reference | Committee | Date of order | Nature of order | Action taken by Hudood | Date complied |
|---|---|---|---|---|---|
| — | — | — | — | — | — |
This table names no user and describes no individual account. An order is a matter between a Committee and Hudood; publishing the identity of the person whose complaint or content was in issue would turn a compliance report into a disclosure, which is not what the rule asks for and would harm the very user the appeal route exists to protect.
3. How an order reaches Hudood, and what happens then
- Receipt. An order may arrive through the Government's portal or by written communication to the Grievance Officer at grievance@hudood.com. Both routes are monitored.
- Authentication. The order is checked for the issuing Committee, its reference, its date and its signature before anything is done in reliance on it. An instruction that cannot be authenticated is escalated, not executed.
- Recording. The order is recorded against the originating appeal in Hudood's moderation system, with the Committee named, the reference, the outcome and the date of the decision. That record is append-only.
- Compliance. The action the order requires — restoring content, sustaining or reversing an enforcement, or any other direction — is carried out through Hudood's ordinary moderation paths, so that it is attributed to a named person and is itself auditable. Compliance is a deliberate, separate step: recording an order does not silently execute it.
- Notification. The user who appealed is told the outcome.
- Publication. This page is updated with a non-identifying entry within 7 days of compliance, and the "last updated" date above is moved.
